In his speech to a press briefing on Friday, Zelinski confirmed that the proposal, which was officially submitted to his office, will be compared to previous joint plans with Deputy Prime Minister Yulia Sfridinco in bilateral talks with US officials.
“The frame has been changed. Let’s study this frame, and then we can speak,” he said at a press conference in Kiev.
The Ukrainian president also said that Kyiv will not recognize the pre -adopted US military assistance as his country Loans that need to be paid.
He said: “We are grateful for support, but this is not a balance, and we will not allow it to be treated in this way,” without mentioning whether this request appears in the latest version of the American proposal.
The move in an acceptable path forward on the issue represents a major challenge to Zelinski after a rift with Trump last month, Washington witnessed cutting off the previously agreed military assistance flows and stopping intelligence participation.
It is also a very sensitive diplomatic turn as Trump is trying to end the fighting with Russia quickly, while Washington’s policy is to support Moscow’s narration about its three -year -old war in Ukraine.
Regarding the potential negotiations with Moscow, Zelinski said that Ukraine could consider dialogue with Russian actors who present a real plan to end the war – but they excluded any talks with President Vladimir Putin.
The comments come after the Russian President suggested that Ukraine temporarily put Ukraine under external rule as part of the efforts made to reach a peaceful settlement.
He also reaffirmed his claim that Zelinski, whose term ended last year, was lacking legitimacy to sign a peace agreement. Under the Ukraine Constitution, the country is illegal to hold national elections while they are under customary provisions.
Putin claimed that any agreement signed with the current Ukrainian government could face the appeal by its successors and said that the new elections could take place within the framework of external governance.
“Under the auspices of the United Nations, with the United States, even with European countries, and of course, with our partners and friends, we can discuss the possibility of introducing temporary judgment in Ukraine,” Putin said.
He added that he would allow the country “to hold democratic elections, and to reach power a viable government that enjoys people’s confidence, then negotiations with them begin on the peace treaty.”
He said that such external governance is just a “option”, without a situation.
UN Secretary -General Antonio Guterres rejected such a proposal: “Ukraine has a legitimate government, and this is clearly respected.”
