It took weeks of negotiation and tension in South Africa before the national budget was finally approved. It was passed with 194 votes in favor and 182 against. The Democratic Alliance, a major coalition partner, voted against the action, which raised questions about the stability of the unity government, which was formed after the African National Congress lost its parliamentary majority last year.
