Russian President Vladimir Putin proposed to put Ukraine under a form of temporary management to allow new elections and sign the main agreements to reach a settlement in the war, Russian news agencies reported early Friday.
Putin’s comments, during a visit to the northern port of Mormansk, are amid our attempts to form a settlement of the conflict by re -establishing links with Russia and participating with Moscow and Kiev, in separate talks.
The Kremlin leader said he believed that US President Donald Trump really wants peace.
Russia’s invasion of Ukraine in February 2022 left hundreds of thousands of deaths and injury, explained millions of people, and reduced cities to the rubble and caused a sharp confrontation for decades between Moscow and the West.
Putin’s proposal to a temporary administration seemed to be associated with his long complaint that the Ukraine authorities, from his point of view, were not a legitimate negotiation partner, as Ukrainian President Folodimir Zellinsky remained in power after the end of May 2024.
“In principle, of course, a temporary administration can be presented in Ukraine under the auspices of the United Nations, the United States, European countries and our partners.”
“This will be in order to hold democratic elections and bring a government capable of enjoying the confidence of the people and then start talking with them on the peace treaty.”
Putin contradicts Trump with Biden
He said that Trump’s efforts to move forward in direct talks with Russia – unlike former US President Joe Biden, who avoided contacts – showed that the new president wanted peace.
“In my opinion, the newly -elected president of the United States wants to end with the end of the conflict for several reasons,” the agencies quoted Putin as saying.
A spokesman for the National Security Council at the White House, asked about Putin’s statements about the interim administration, said that governance in Ukraine was determined by its constitution and the people of the country.
There was no immediate comment from Ukraine.

Ukraine was prevented from holding elections during martial law
Zelenskyy rejected any idea that questioned its legitimacy, saying that Ukraine is prohibited by the law from holding elections under martial law and conducting an opinion poll in war conditions in any case.
Zelenskyy has repeatedly accused Zelensyy in recent days of the desire to pressure the conflict.
In his comments, Putin said Russia was steadily advancing to achieve the goals it set in its work in Ukraine.
Putin said Russia was supporting “peaceful solutions to any conflict, including this conflict, through peaceful means, but not at our expense.”
“Throughout the military communication line, our forces are holding the strategic initiative,” he said.
The agencies quoted by saying: “We gradually – maybe not at the speed that some might want – but they are still constantly and with confidence moving towards achieving the goals stipulated at the beginning of this process.”
More than three years after the launch of a comprehensive invasion of Ukraine, Russian forces now have about 20 percent of the country, as Moscow has declared four regions. Its forces also regained many of the lands that they initially lost in the Ukrainian incursion last August in the western Kursk region.
Putin praised the efforts to search for a solution from the BRICS group, which enhances it as an alternative to traditional alliances – sorting China and India for praise.
He said Russia is ready to cooperate with many countries, including North Korea, to help end the war.
Western and Ukrainian sources say that more than 11,000 North Korea soldiers have been sent to support the Russian forces in the Kursk region, although Moscow did not confirm this.
Putin said Russia was also ready to work with Europe, but adding that Europe “runs itself in an inconsistent manner.”
He said that the European countries were trying to “lead us with the nose, but it is okay, we are used to that. I hope we will not make any mistakes based on excessive confidence in what is called our partners.”
