Defense and diplomatic sources say that the deployment of possible Western forces to Ukraine, which is being discussed in London, should be described as a “reassurance force” instead of “peacekeeping force.”
It is currently called Ukraine or MFU, which will be sent to the country to strengthen any ceasefire and encourage long -term confidence in the country.
The focus will be on providing Ukraine with the atmosphere to keep its sky safe and marine presence in the Black Sea to encourage trade.
Publishing the so -called “shoes on the ground” – perhaps about 20,000 strong – in terms of size is not large enough to impose any peace.
Instead, the forces – which are provided by the so -called “coalition from those who wish” – are likely to be deployed to protect cities, ports and the main energy infrastructure.
One of the options being seen is that MFU may not work in eastern Ukraine near the confrontation line to try to reassure Russia and does not pose any offensive threat.
Russian President Vladimir Putin and the Kremlin repeatedly said they will not agree to any ceasefire if European forces and other forces were deployed in Ukraine.
The sources say that any multinational process in Ukraine will not be the “peacekeeping force” and should not be described in this way.
Peacekeeping Forces – under any of the United Nations or NATO – are traditionally neutral, and operate with the approval of both parties and the use of force only to defend themselves. It will be the multinational force discussed alongside Ukraine, there to help deter the Russian aggression in the future.
Currently, multinational power is not expected to monitor any ceasefire. This would be based by the Ukrainian forces on the line of confrontation and the origins of Western monitoring in the air and space.
The sources also say that the coalition forces will not be deployed to provide the so -called “Tripwire” – this means a smaller force from the opponent, designed to deter an attack without an escalation – if Russia resumes its invasion to Ukraine.
They say that the military impact of any allies deploying about 20,000 soldiers will limit the number of forces on both sides of the front line.
Ukraine has nearly a million military personnel, the Russian army is larger.
Many discussions focus on Thursday on the best that can provide him with any international force Ukraine, the assets that are not enjoyed, especially the ability in the air.
Therefore, there will be discussions about countries that can provide warplanes to maintain a safe Ukraine sky during the ceasefire.
There will also be discussions on how to make the Black Sea safe to charge. This may include two elements: the best way to maintain charging lane from mines and the type of marine business squad that can provide security presence in the sea.
The main uncertainty is whether the United States will provide any cover of air, satellites, or intelligence for any European power on the ground.
The United States has yet said it will not be ready To provide any military “backstop”.
The European strategy is currently the suspension of the United States and instead organizing the best power and ability that can ensure Ukraine’s safety in the future. Once you agree on the details, you will see the United Kingdom, France and others whether the European offer is large enough for the United States to change the heart and agree to play a kind of role.
What all this planning depends, of course, is a type of ceasefire in Ukraine.
While the United States is still optimistic, many in Ukraine are still skeptical that Russia wants to end the fighting.
