Vladimir Putin suggested that Ukraine should be temporarily placed under the control of the United Nations to elect what he called a “more efficient” government.
It is the most recent attempt by Russian President the legitimacy of the Kyiv government.
Ukraine has accused Putin of proposing “crazy” ideas to delay more movement towards the peace agreement – which US President Donald Trump defended.
The White House insisted on the governance of Ukraine through its constitution and people.
Putin’s comments come at a time when the United States is seeking to mediate a widespread fire in the war with Ukraine, now until its fourth year.
On Tuesday, the White House said that the two sides agreed to a limited truce in the Black Sea.
But Russia then put up a list of conditions, including lifting some Western sanctions, which raised fears that Moscow was trying to get any moves towards the ceasefire.
Speaking to a nuclear -powered submarine crew in the maximum northern city of Mormansk, Putin said that the temporary administration under the auspices of the United Nations can be discussed “with the United States and European countries, and of course with our partners and friends.”
He added: “This will be for a democratic elections, to take over a government capable of trusting it by the people and then starting with them talking about the peace agreement and signing legitimate documents.”
Moscow says that the current Ukrainian authorities are illegal, as President Foludmir Zelinski remained in power after the end of his term, and therefore he is not a negotiating partner.
But Zelensky remained because the elections have been suspended legally under combat law and in practice by the chaos of war.
It will be almost impossible to hold valid elections with more than five million Ukrainian citizens who were displaced abroad and after hundreds of thousands of fighting on the home on the front line.
By calling for the elections, Putin is trying to raise the doubts that President Zellinski is a legitimate axes in any peace talks. The White House has already chanted this narration.
If Putin succeeds in forcing the elections, he may hope to divide this and pay the attention of Ukraine while achieving gains in the battlefield.
Putin said this proposal was only one of the many options, but he indicated that there are international precedents to control the United Nations such as East Timor and parts of the former Yugoslavia.
The Chief of Staff Zelinski Andrei Yermak responded to Putin’s comments, saying that Russia was trying to stop the movements towards peace and chose to continue the war.
Meanwhile, a US national security spokesman told Reuters that governance in Ukraine may be determined by the constitution and the people.
At the same meeting, the Russian leader said that Moscow has a “strategic initiative” along the confrontation line in the war and “there are reasons for the belief that we can finish” Ukrainian forces “.
But despite the repeated statements of progress in the fighting, Russia has only made slow and limited progress in obtaining lands in eastern Ukraine.
Putin’s comments come after a meeting on Thursday between Zelensky and European allies in Paris, and French President Emmanuel Macron said that France and the United Kingdom have made plans in favor of reassurance “in Ukraine.
Russia launched a large -scale invasion of its neighbor in February 2022.
