The head of the Russian army’s chemical weapons department was killed on Tuesday in a daring attack in Moscow, for which Kiev claimed responsibility, the most senior military figure to be assassinated in Russia so far as the Kremlin’s campaign in Ukraine continues. The assassination in Moscow was a “shocking embarrassment” for the Kremlin, says Melinda Haring, Razum’s Ukraine adviser and non-resident senior fellow at the Atlantic Council’s Eurasia Center.
